EPiServer cms editor menu section is not accessible there is error in console.
Try a full clean of the bin directory and clear out modules folder (than do a dotnet restore)

I did clean bin directory and modules folder then dotnet restore still there is same error in console.

This issue happened because there was two instances RobotsHandler in codebase, by removing one of them global menu started working again.

Our upgraded project with EPiServer.CMS 12.15 version which was working fine, we rebased the project to latest of development which caused the error in navigation.bundle.js and we can't see the navigation bar of CMS editor which shows Edit, Admin, Visitor groups, Reports etc., We currently have latest stable version 12.17.0.
Please help in understanding the issue and how to resolve this issue.
