Should re-arrange gadgets under category suitably

Steps to reproduce

1. Install a Quicksilver site.
2. Go to CMS\Edit.
3. Add Gadgets.

Expected: Should re-arrange Campaigns. The Catalog Gadget belongs to Commerce. Remove Marketing.

Actual: The CMS category includes Campaigns. The Catalogs gadget belongs to the Commerce category. The Marketing category also includes Catalogs.

• Check with Commerce\Catalog: There is a CMS category with the Catalogs gadget.
• Check with Commerce\Marketing: There is a CMS category with the Catalogs gadget. But when clicking to add it to Catalogs, it shows "Error: could not add component"
