Generated URL is wrong when having category from another catalog on the top

Description

Steps to reproduce

1. Have 2 catalogs.
2. In catalog A, find a product and add some categories of current one and catalog B to it
3. Order the categories of that product by moving the category of catalog B to the top.
4. Go the frontend and see that:

Expected: Generated URL is based on the top one (from catalog B)
Actual: Url is generated in wrong category (current catalog)
