[Content Reference List] Cannot drag and drop item to overlay

Description

Steps to reproduce

1. Add a content reference list property to a page type and its template.
2. Go to edit mode.
3. Create a new page on this pagetype above.
4. Try to drag and drop a page/block to the property.

Expected: Content can be dropped to the property.
Actual: Nothing happens.

Note: No such issue in All property mode/flyout editor
