Steps to reproduce

  1. Change the language in Commerce Manager to Norwegian
  2. On a 'Norweigan' Order,  try to refund an amount containing a decimal separator 
    - See history for CM db available with norweigan orders

Expected: No error and able to refund.

Actual: Get the error "There is no money for refund" - see attached screenshot
