Edit Shipping address affects to Billing address in order

Steps to reproduce

1. Create an order in view mode or commerce manager, Billing address differs from Shipping address
2. Go to commerce manager, Edit any information in Shipping address -> click ok button -> save the change
3. Go to tab Summary & observer Billing address information

Expected: Billing address is kept as step 1

Actual: Billing address is changed following the changes of Shipping address in step 2

Note: If changes Billing address, the shipping address is not affected.
