Shipping method in promotion should use display name

Description

Steps to reproduce

1. Open or create new shipping discount.
2. View the shipping method list.

Expected:
Should show shipping method's display name to be consistent with Order management. User can see more information than the shipping method name.

Actual:
Shows shipping method's name in the list. As a result, users may confuse shipping methods when one market has many currencies/languages.
