In the latest update, add-ons are not removable

Description

Steps to reproduce

1. Upgrade to the most recent CMS UI version (11.21.7).
2. Remove the following from the episerver.framework web.config file:
<add name="PackagingAdmins" type="EPiServer.Security.MappedRole, EPiServer.Framework" roles="WebAdmins, Administrators" mode="Any" />

Expected:
The "Add-ons" tab is removed.

Actually:
The "Add-ons" tab visible.
