Language on Block works incorrectly

Description

Steps to reproduce

1. Open Root: Enable languages: English, Svenska.
2. Create a block in English.
3. Open the Language Settings and perform these actions:

• Uncheck "Inherit settings from the parent page: "Root" option.
• Uncheck Svenska language (= Disable the Svenska language).
  4. Open the block and view the Language gadget.

Expected:
Svenksa should be disabled and cannot be created.

Actual:
Svenksa is enabled and can be created.

The same problem is found with forms and catalogs.
