CMS 12: PropertyDefinitionTypePlugIn not working as expected (not registered at startup)

I have a referenced assembly containing a property definition type that doesn't get registered at startup. When I add it to the main site project it is automatically added without any problems. Is this a known bug or am I missing something?

It turns out that it's working when I add a project reference instead of an assembly file reference. Any ideas why?

Could it be as simple as issue with copying dll into bin? If you add is an assembly file reference and build, have you verified that dll gets copied to bin folder?

I checked that and the file was in the bin folder. I even copied it there myself.
