Description

Precondition: Configure the Paypal payment method in Sale mode

Steps to reproduce:

  1. Go to the Quicksilver sample site.
  2. Add 2 items to a cart. Complete the order using PayPal.
  3. Go to Commerce Manager.
  4. Split the order into 2 shipments using the option "Charge customer for new shipment's shipping rate".
  5. Add "Cash on Delivery" payment for the new shipping cost.
  6. Complete 2 shipments.

Expected:
Two shipments completed successfully.

Actual:
Cannot complete the second shipment.

Note: This bug does not happen in Seagull
