After canceling a payment, user cannot create a new payment in CM

Description

Precondition: There is a payment method using Authorized.net gateway
Steps to reproduce:

  1. Go to Commerce Manager -> Create a new order.
  2. Go to the Payment tab, click Create Payment -> Create payment dialog opens.
  3. Select Authorized payment method, input a wrong credit card number -> Click OK -> System displays message Error processing request: E00013 - Card Number is invalid.
  4. Click Cancel on the request to save changes. You see The Order is in Edit Mode. Save changes before exiting.
  5. Click Create Payment again.
  6. Input a correct credit card number -> Click OK.

Expect: Create new payment successfully.

Actual: User cannot create new payment. System informs message "Error processing request: E00039 - A duplicate record with ID xxxx already exists."
