Steps to reproduce
This bug only happens with EPiServer.Packaging 3.2.0. Everything works fine with EPiServer.Pakaging 3.1.5.
Assumed that we have latest CMS updates (currently 7.16) and Add-on Platform 3.2.0
Steps to reproduce:
1. Install an addon (for ex. EPiserver Visitor Groups Criteria Pack) from the public beta feed on Add-on View.
2. Create some visitor groups (e.g.: Technical Criteria > OS & Browser) and use them in a page. Published all changes.
3. Go back to Add-on View, uninstall the add-on ==> Sucessfully.
4. Go to beta feed and install the same add-on again ==> exception on page.
Note: workaround to run the site without exceptions is running iisreset on web server
