The UI for configuring language settings for users and groups suggests that it is a security feature which it's not.

Steps to reproduce

Go to "Manage website languages" in admin mode

Select a language

In the UI we use words like "Access level" and "Allowed to Create and Edit" which will be interpreted as a Security feature

Expected. we should change the UI (maybe only the texts?) so that it is obvious that the configuration only will affect what functionality is available in the UI for specific users/groups.
