error in getting RC3 EPiServerManager, please help

I couldn't get RC3 EPiServerManager. After I installed .net3.0, workflow v2005 extension, RC3 SDK, turned off running episerver services, I thought I got everything I have, so I downloaded "EPiServerManager.application" file by using "ClickOnce Manager Installation" link.
