When you create a scheduled job with "DefaultEnabled = false" and enable it on a site, the job will appear in the list of scheduled jobs. But when you open the job you will get an "The job identifier cannot be empty." error. Only restarting the site will register the job indentifier. In my opinion this should be done automatically when activating the scheduled job?
