The website has an error “The page cannot be displayed because an internal server error has occurred.”

when I open the browser and enter a wrong address.

The error only happened in our product server,

we can catch 404 code in our dev & test servers, and redirect to our error page correctly.

Does anyone know whick config or envirement can effect our product server to throw this error?

We have such config node as below:

Are you sure your ErrorPage404 isn't throwing a 500? You might use chrome dev tools with preserve log and see if you're hitting the 404 first and being bounced through to a 500 as a secondary action, your configs look correct. I'd also make sure your customErrors section is set to off as this can interfere, also make sure if you're on your own servers in IIS that the error pages settings are correct.
