The table of contents uses the current page language, so you only need to edit the page settings and change the page language to Swedish, in the Advanced tab. Or, as an alternative, you can create a dynamic string property called "PageAlphanumericChars" and set the value to "abcdefghijklmnopqrstuvwxyzåäö" or whatever you prefer. The character list is used to create the ranges.
