Assets Pane gadget missing "Catalogs" tab

We have a new project that we installed Commerce on and it is missing the "Catalogs" tab from the editor assets pane gadget.

Everything else with the Commerce UI works (e.g. catalog UI works).. I've tried reinstalling the Commerce nuget packages without any change or improvement and I also tried updating to the latest Commerce (v12.10.0)..

Have also googled and can't seem to find anyone else with this yet - and it's never been an issue on past projects for me..

Does anyone have any tips on what it could be?

Versions:

EPiServer.Commerce v12.8.1

EPiServer.CMS v11.10.0

EPiServer.CMS.UI v11.8.0
