Giving non-admin users access to dynamic properties

Hello, I'm wondering if it's possible to give non-admin users access to edit dynamic properties? We would like to give the users the possibility to edit dynamic properties, but we wouldn't like them to be able to set page access rights. Any ideas? Thanks in advance!
