Dynamic content is not part of the default toolset for Tiny MCE when you install EPiServer. The default toolset is just an example of how Tiny MCE can be configured and you can customize this however you want, both by configuring existing tools as well as building custom plug-ins for Tiny MCE. I suggest that you use the support to define the settings for Tiny MCE in code and add the dynamic content tool as described in this blog post: http://world.episerver.com/blogs/Linus-Ekstrom/Dates/2014/10/typed-property-settings/.

I would also like to inform you that the dynamic content technology has not been updated for a few years and there are things that are currently not supported. For instance, it has support to automatically generate a UI for settings, but this is using the old (pre EPiServer CMs 7) editing system that does not support some things like the CMs media system or some relative new properties like content areas, block/media pickers for instance. You might want to use the ability to drag and drop blocks into the Tiny MCE editor if this solves the use case you need to handle.
