Description

Steps to reproduce

1. Add a Language Manager gadget to Edit view.
2. Pin the Left/Right panel.
3. UnPin then Pin again.
4. Select any page in the page tree.

Expected: The Left/Right panels display.

Actual: Left/Right panel is hidden even though it's pinned.
