Can edit customer's email with existing email

Description

As new story's requirement, a customer's email should be unique. For consistency, a customer should not be edited with existing email.

Step to re-produce:

1. Go to edit a customer on the CSR UI.
2. Edit the email address with another customer's email.

Expected:
Error message is displayed.

Actual:
You can update a customer with an existing email.
