Description

Steps to reproduce:
1. Log in as admin (admin@example.com).
2. Create a user with Administrators role.
3. Log in as the new Administrator user.
4. Browse to Commerce Manager tab.

Expected:
The new user has access to Commerce Manager as the original admin account (admin@example.com).

Actual:
The new user does not have access rights to Commerce Manager.
