Remove Expired Carts job: Inconsistent behavior between old/new cart systems

Description

In the old system, carts which were not modified in <configured> days are removed. In the new system, the carts which were created <configured> days before are removed.

The behavior should be consistent across systems. So, after this change, in the new system, carts which were not modified in <configured> days are removed.
