Order Note displays incorrect shipment number

Description

Steps to reproduce:

1. Go to Commerce Manager.
2. Create a new order successfully > Observe the shipment is Shipment #1.
3. Perform some action on the shipment, such as Edit Line Item, Release shipment, etc.
4. Observe the order note.

Expected:
Actions on the shipment are saved and order note and shipment number is #1.

Actual:
Actions on the shipment are saved and order note and shipment number is #3.
