Description

Steps to reproduce:

1. Go to Commerce manager, create new promotion (buy more than n, get gift items).
2. Add a product as a gift.

Expected: It should not be possible to add a product as a gift. The user should only be able to add a variant.
Actual: It is possible to add a product as a gift item.
