Description

Steps to reproduce:
1. Log in as an admin.
2. Create a new user who belongs to WebAdmins group.
3. Log out with current user (Important: Do not open another window or tab).
4. Select "Log in again".
5. Log in with new user.

Expected: User should be in the CMS UI.

Actual: Error page appears saying "Page could not be loaded".
