'Revert to Published' available on item in review

Description

Steps to reproduce

1. Set up an approval sequence for a content item with at least one approver.
2. Make a change to the content item (start the approval sequence).
3. Log in as the reviewer and go to the content item in review.
4. Open the options menu and view the alternatives.

Expected:
The reviewer should not have the option to Revert to published in the options menu. That is what 'Decline' is intended for.

Actual:
Revert to published appears in the options menu.
