Steps to reproduce

  1. Create a new version using the SkipSetCommonDraft save action.
  2. Make changes to the version.
  3. Save it again.

Expected: The version is not set as the common draft
Actual: The version is set as common draft.

I believe this behavior changed in CMS 10. I think this causes the bug we're seeing in CMS.UI, CMS-7788.
