New draft set as Primary draft

Description

Steps to reproduce:

1. Enable a project.
2. Open a published page (which is not associated with any projects).
3. Edit the content.

Expected: A new draft is created and associated to the current project. The published version remains the Primary draft.

Actual: A new draft is created and associated with the current project. The new draft is set as the Primary draft.
