Description

Steps to reproduce:
1. Create a sub-folder (LocalFolder1) under For This Page folder of a page.
2. Create multiple assets in LocalFolder1.
3. Send some or all assets in LocalFolder1 to review.
4. Move LocalFolder1 to Trash.
5. Restore LocalFolder1 from Trash.

Expected: Editor can restore LocalFolder1 to another global folder.
Actual: Show warning "LocalFolder1 cannot be moved to a Local Assets folder since it has a running Approval Sequence".

Workaround: Editor must restore every asset in LocalFolder1 to another global sub-folder - this may be inconvenient if there are many assets in LocalFolder1 or the editor doesn't know which assets are in review.
