Commerce/DXC: License error might be shown even though licensed

Description

A license exception is thrown if a license check is triggered before initialization has completed (an example is using the Catalog service in Commerce).

1. Deploy a Quicksilver Commerce site to the DXC environment.
2. Browse to the start page.

Expected: No license exception.
Actual: License exception "The license file does not exist".
