Personalization: move outside group not working

Description

When we move a block outside of a personalized group, it does not move outside but instead creates another group with Everyone as the personalization.

Steps to reproduce:

1. Create a block and personalize it (Choose Alloy track free, for example).
1. Move the block outside the group.
3. Publish.

After publishing, instead the block being moved outside the personalization groups (like the Alloy Plan teaser), it is moved back into a personalized group with Everyone and no longer sees Alloy track free.
