Cannot set content to expire if it fails validation

Description

When using Manage Expiration and Archiving, the page cannot be set to expired on an invalid and published page.
Steps to reproduce

1. Create and publish a page with an empty property.
2. Change the empty property to be required.
3. Set an expiration date on the page.

Expected: You can set an expiration date on the page.
Actual: The page cannot be set to expired
