Description

Steps to reproduce:

  1. Create a page.
  2. Click "Ready to publish".
  3. Click "Withdraw and Edit".

Expected:
"Not published yet" should be shown. Version status should stay Rejected.

Actual:
"Changes were declined" is shown.
