Under a project, cannot publish a media file or block

Description

Steps to reproduce

1. Enable project mode.
2. Create a new project.
3. In the asset pane, create a new block or upload a media file.
4. Notice that the new item is added to the project.
5. Go to the project overview.
6. Set an item as ready to publish.
7. On the Options dropdown button, click Publish items.

Expected: The block media file is published.
Actual: Nothing happens. The Publish menu is still enabled.
