Steps to reproduce
1. Upload a file with å, ä or ö in the filename.
2. Get the url for the file (å ä ö are replaced here).
3. Download the file in internet explorer.
4. The åäö characters in the filename are replaced with gibberish characters.
Note: This isn't a problem in Chrome and Firefox.
