Personalization with blocks doesn't work when you first add block to contentarea

Description

Steps to reproduce

1. Using an Alloy site, create and publish a block.
2. Open "All properties" of the "Alloy plan" page.
3. Add the block between two existing blocks (so a dark line appears between blocks). It is very important that you add the block between other blocks.
4. Click the block, choose "Personalize" and "Alloy Track for free".
5. Click outside and make sure it's saved, or change some text somewhere to make sure the save was triggered.
6. Publish.

Expected:
The block has "Alloy Track for free" under personalization.

Actual:
The block has "Everyone" under personalization.

Note:
After you publish, go back to the block and change personalization, you can change the personalization setting to "Alloy track for free" and publish again.
