Description

Steps to reproduce:
1. Edit an XhtmlString property in All-Properties mode.
2. View its TinyMCE editor in full-screen mode.
3. Hover mouse over TinyMCE toolbar buttons.

Expected: Shows button tooltip.
Actual: Show no tooltip.
Notes: The issue doesn't happen to XhtmlString property on a block/media.
