When selecting image "For this page" should be selected

Description

Steps to reproduce

1. Go to the start page.
2. Open the Site Settings tab in All properties mode.
3. Clear the Logotype image.
4. Click on a property to open the image selector.

Expected:
`For this page` folder is selected. This was the default behavior in a previous property version.

Actual:
The `For All Sites` folder is selected.
