Can save Geographic coordinate VG even though, after saving, it indicates error in VG

Description

Steps to reproduce

1. Create a 'Geographic coordinate' VG with fields: Continent, Country, Region.
2. Remove the geolocation provider from code and web.config.
3. Go to Visitor Groups.
4. Open the VG above. The VG indicates an error with error message "Geographic coordinate criteria are not available".
5. Click the Save button.

Expected:
The VG should not be saved because of the error.

Actual:
You can save successfully, but the VG still shows the error when reopening it.
