Show error VG while it is valid

Description

Steps to reproduce:
1. Create a Location VG with Continent= Europe, Country = Sweden, Region = Any or a Location VG with Continent= Europe, Country = Any, Region = Any
2. Remove geolocation provider from web.config/code.
3. Open the VG

Expected:
It should show the VG with values of Continent and Country, and should not show any warning message for the VG because the Continent, Country values are available.

Actual:
It shows an error VG but does not show a warning message that tells why it is error.
