IE Browser - User gets 404 error when accessing to Admin > Set access rights

Description

Steps to reproduce:
using IE browser
Go to Admin mode > Admin tab > Set Access Rights
Select a page in the tree view

Actual result:
1. User will get 404 error in UI.
2. There are some script error in console.

Note: the script error in console happens to many pages in Admin mode ( not only to Set Access Rights page).
