Default configuration should not include "importcss" plugin

Description

The fact that styles are being imported from the CSS by default is strange behavior, considering that the style select dropdown is not available by default. This behavior causes issues when trying to add toolbar commands along with style formats, since the "importcss" plugin overrides those unless it is configured to act differently.
