Form publish menu shows incorrect information after publishing form element

Steps to reproduce

Precondition

• Form1 has Element1

1. Change something on Form1.
2. The Publish menu shows "Last change by you x second ago" with the Publish Changes button.
3. Edit Element1 then click publish.
4. It redirects to Form1 but the Publish menu now shows "Successfully published" with Publish Changes button. It is incorrect.
