Steps to reproduce

  1. Enable content approval for a site.
  2. Edit a page and submit it for review.
  3. Appprove and publish the page.
  4. Make another change to the page and submit for review.
  5. Refresh your browser.
  6. Expand the "Form Elements" gadget on the right hand panel of the site.

Expected: Form elements load.
Actual: No form elements load.
