Steps to reproduce

  1. Go to commerce manager -> Administration -> System settings -> Common Settings
  2. Change value of Default language, default currency, default length unit, default weight unit then click "OK"
  3. Go to Catalog management -> Create new catalog



Expected: Default value of Base weight and Base length should be followed the common setting

Actual: Always show "in pounds" in base weight, and blank in base length

NOTE: No such problem with Default currency and Default language.
