Cloud License: When sharing database with different cloud licenses the activated site license will be deleted automatically instead of warning

Steps to reproduce

1. Create a site1 and use cloud license
2. activate site1 with siteurl A
3. create another site2 with Site url B same db and but with another cloud license
4. Go to site2 after a while ( be sure the site2 ping the cloud license) maybe after 20 min.

Expected:

You should get warning that you use the missmatched license.

Could not get a license for the site 'XXX' with the accesskey 'YYY'. If the access key have changed the site should be re-activated."

Actual:

You need activate site url A (admin->manage web site->activate site ...)
