Make the remove gadget menu option available at all times

Steps to reproduce

It's really confusing that the "Remove Gadget" menu option is not available until you go into "Rearrange gadgets" mode. Suggestion is to enable the menu option at all times but to add the (x) to remove gadgets when in rearrange gadgets mode to emphasize this option (same as current behaviour for the (x) that is. We have heard that several people have had trouble understanding the current solution.

• The current behavior while in "rearrange gadgets" will remain.
• The confirm removal dialogue will always be displayed when removing a gadget. 

Note: When developing Sparrowhawk, the option was named "Rearrange and remove gadgets" in early development. The menu changed since we wanted to change this but unfortunately not the remove option was not enabled at all times.
